MULTIPLE-ENTRY REGULAR VISA:
Who is a Multiple-entry visa issued to?
- A foreign citizen who is a highly-skilled specialist and who enters the Russian Federation for work purposes in this capacity on the basis of an invitation - a diplomatic mission or consular office of the Russian Federation;1
- To a foreign citizen who is a highly-skilled specialist and who carries out labor activities in this capacity on the territory of the Russian Federation, - a territorial body of the Ministry of Internal Affairs of the Russian Federation at the place of migration registration at the place of stay of a foreign citizen;2
- A foreign citizen entering the Russian Federation and who has concluded an employment contract with a resident of the territory of advanced socio-economic development located in the territory of the Far Eastern Federal District, or with a resident of the free port of Vladivostok, related to the implementation of an investment project, on the basis of an invitation - by a diplomatic mission or consular office of the Russian Federation.3
The mentioned above visa is issued for the duration of an employment contract or a civil law contract for the performance of work (provision of services), but for no more than 3 years, with the subsequent extension of its validity period for the duration of an employment contract or a civil law contract for the performance of work (provision of services), but not more than 3 years for each such extension.
Foreign citizens and stateless persons who are family members of the mentioned above foreign citizen are issued multiple-entry regular work visas for the duration of the visa issued to this foreign citizen, with the right to work, study and other not prohibited activities.
DOCUMENTS FOR OBTAINING A WORK VISA
To a foreign citizen (an exhaustive list is given in paragraphs 28-33 of Art. 2 of the Order of the Ministry of Internal Affairs of Russia dated 29.09.2020 № 677 "On approval of the Administrative Regulations of the Ministry of Internal Affairs of the Russian Federation for the provision of public services for the registration and issuance of invitations to enter the Russian Federation foreign citizens and stateless persons "):
- 1An invitation to enter the Russian Federation from an employer, issued in accordance with paragraphs 28-36 of the Administrative Regulations of the Ministry of Internal Affairs of the Russian Federation for the provision of state services for the registration and issuance of invitations to enter the Russian Federation for foreign citizens and stateless persons, approved by order of the Ministry of Internal Affairs of Russia dated 29.09.2020 № 677
- 2Citizen's identity document (passport, foreign passport). The validity of the passport must not expire earlier than 1.5 years from the date of the start of the visa.

Medical insurance policy valid on the territory of the Russian Federation. Exceptions are specified in sub. "C", p. 46, art. 3 Decree of the Government of the Russian Federation of 09.06.2003 № 335 "On approval of the Regulation on establishing the form of a visa, the procedure and conditions for its registration and issuance, extending its validity, restoring it in case of loss, as well as the procedure for canceling a visa"

A certificate of absence of HIV infection if a foreign citizen applies for a visa for a period of more than three months. The requirements for the certificate are approved by order of the Ministry of Health of the Russian Federation dated January 9, 2019 N 1n
- 6Document confirming the payment of the state fee or consular fee (see Art. 333.28 of the Tax Code of the Russian Federation)
WHO DOES NOT NEED A WORK PERMIT (VISA OR VISA-FREE) - see paragraph 4 of Art. 13 FL of 25.07.2002 № 115-FL "On the legal status of foreign citizens in the Russian Federation". Features of the implementation of labor activities of these categories of citizens are defined in Art. 13.2-13.7: SERVICE IS PROVIDED WITHIN 20 BUSINESS DAYS. To consider the issue of issuing an regular work MULTIPLE visa - no more than 5 days (part 10 of article 25.6 of Law № 114-FL; clause 11 of the Regulations).

FOR HOW LONG IS IT ISSUED
1. Work permit for a foreigner
2. Invitation for a work visa for a foreign citizen (NOT required if the foreigner is already in Russia at the invitation of the Employer Company)
Issued for the duration of the employment contract but no more than 3 years
You can extend it 30 days before the expiration of the current visa without leaving Russia Art. 13.2 of the Law of 25.07.2002 № 115-FL

2. An employment contract with a HSS, the entry into force of which is conditional for the HSS to obtain a work permit
3. A written commitment to pay the expenses of the Russian Federation associated with the possibility of deportation outside the Russian Federation

Notarized copies of the TIN/TRRC (rus.KPP) and the OGRN certificate, or an extract from the state register of branches of foreign legal entities accredited in accordance with the established procedure on the territory of the Russian Federation, if a branch of a foreign legal entity acts as an employer

STAGES:
- 1.Obtain a TIN for a HSS system - it is drawn up in the Federal Tax Service automatically when issuing a work permit for a HSS. It is necessary to receive it and notify the Main Directorate of Internal Affairs of the Ministry of Internal Affairs of Russia in Moscow about the receipt.
- 2.Within three days after the start of the labor activity of the HSS, notify the Main Directorate of Internal Affairs of the Ministry of Internal Affairs of Russia in Moscow about the conclusion of an employment contract.
- 3.Quarterly notify the Main Directorate of Internal Affairs of the Ministry of Internal Affairs of Russia in Moscow about the amount of wages received by the HSS.
AFTER HIRING A HSS IT IS NECESSARY:
Get a TIN for a HQS - issued by the Federal Tax
Service automatically when issuing a Work Permit for HSS.
It is necessary to receive it and notify the Main Directorate of Internal Affairs of the Ministry of Internal Affairs of Russia in Moscow about the receipt.
Within three days after the start of the labor activity of the HSS, notify the Main Directorate of Internal Affairs of the Ministry of Internal Affairs of Russia in Moscow about the conclusion of an employment contract.
Quarterly notify the Main Directorate of Internal Affairs of the Ministry of Internal Affairs of Russia in Moscow about the amount of wages received by the HSS.
