MEDICINE FOR FOREIGNERS
The minimum list of services is established in the health insurance system for insured foreign citizens temporarily staying in the Russian Federation:
Medical assistance in outpatient and inpatient medical institutions in case of sudden health disorders and accidents in the amount necessary to eliminate the threat to the patient's life and (or) relieve acute pain;
LEGISLATION: Order of the Ministry of Health of the Russian Federation of 06.08.1999 № 315 "On the Minimum List of Medical Services Provided in the Health Insurance System to Insured Foreign Citizens Temporarily in the Russian Federation" (Registered with the Ministry of Justice of the Russian Federation 01.10.1999 № 1921)

Transportation by medical transport or other vehicle, including medical escort (medical team, doctor, nurse), from the place of illness (incident) to a medical institution; Posthumous repatriation (transportation) of remains.
Medical assistance provided by stations (departments, points) of ambulance;
EMERGENCY MEDICAL CARE in case of sudden acute illnesses, conditions, exacerbation of chronic illnesses that threaten the patient's life is provided FREE OF CHARGE. If a foreign citizen is insured (in the order of the Federal Law "On Compulsory Health Insurance in the Russian Federation"), he has the right to free medical care within the framework of compulsory health insurance. Invoices for actually rendered medical care within 10 days after the end of treatment are sent to the address of a foreign citizen or a legal person (individual) representing the interests of a citizen. Other may be provided by the contract. Disputes arising in connection with the failure to fulfill obligations to pay invoices are resolved in the manner prescribed by law. BUT if an international treaty of the Russian Federation establishes a different procedure for the provision of medical care to foreign citizens, the rules of the international treaty are applied. How to get a compulsory medical insurance policy? (for temporary TEMPORARILY STAYING people it is not issued)

VALIDITY TERMS:

  • Foreign citizens and stateless persons permanently living in the territory of the Russian Federation are issued a paper policy valid until the end of the calendar year.

  • Persons eligible for medical care in accordance with the Federal Law "On Refugees" are issued a paper policy valid until the end of the calendar year, but no longer than the period of stay established in the documents specified in sub. 3, clause 14 of the Rules (refugee certificate, or certificate of consideration of an application for recognition as a refugee in substance, or a copy of a complaint against a decision to withdraw refugee status to the federal executive body in the field of internal affairs, or a certificate of temporary asylum on the territory of the Russian Federation).

  • Foreign citizens and stateless persons temporarily living in the territory of the Russian Federation are issued a paper policy valid until the end of the calendar year, but no longer than the period of validity of a temporary residence permit.

REQUIRED DOCUMENTS:
-Passport of a foreign citizen (a document replacing it), or a document proving the identity of a stateless person, as well as a Residence Permit (for permanent residents)
-The same documents for a foreign citizen, a stateless person provides an identity document with a mark of temporary residence in the Russian Federation (for temporary residents)
-Refugees or persons equated to such shall present a refugee certificate or a certificate of temporary asylum on the territory of the Russian Federation. A certificate of consideration of an application for recognition as a refugee on the merits or a copy of a complaint against a decision to revoke refugee status to the Federal Migration Service with a note on its acceptance for consideration is also suitable.

FURTHER STEPS:

1.Choose an insurance company from the register of insurance companies (http://www.ffoms.gov.ru/documents/registry/)

2.Prepare the documents (see the list above)

3.Write an application at the office of the insurance company (the form will be provided by the agent)

4.After filling out the questionnaire and the application form, you will be issued a temporary compulsory medical insurance policy (it has the same power as the permanent one). VOLUNTARY MEDICAL INSURANCE POLICY. WHAT IS THIS?

Voluntary Medical Insurance Policy - one of the mandatory documents for foreign citizens, confirming the right to stay in the Russian Federation, as well as giving the opportunity to apply to a medical institution on the territory of the Russian Federation.
WHAT IF YOU HAVE NOT GOT THE POLICY?



Administrative liability under Article 18.8 of the Code of Administrative Offenses in the form of an administrative fine or expulsion from the Russian Federation.
How does it differ from CHI (Compulsory Health Insurance)? CHI can be obtained by NOT ALL categories of citizens: citizens with a Temporary Residence Rermit or Residence Permit/citizens who have issued temporary asylum in the Russian Federation/HSS and their family members. The rest of foreign citizens receive medical care either on a paid basis or on the basis of Voluntary Medical Insurance. Depending on the purpose of the trip, this policy is MANDATORY

  • TYPES OF MEDICAL SERVICES:

    Determined in accordance with the insurance programs applied by the insurer, chosen by the insured when concluding the insurance contract

HOW THE CONTRACT IS CONCLUDED:

  • Based on the policyholder's application. Served in general form on a standard letterhead. If necessary, the insurer has the right to conduct a medical questionnaire and medical examination of the insured person (clause 2 of article 945 of the Civil Code of the Russian Federation);

  • At the conclusion of the contract, an insurance policy is issued (plastic card/ similar document confirming the right to receive medical assistance).
PAYMENT AND ENTRY OF THE AGREEMENT INTO FORCE:

If other is not provided by the contract itself, it comes into force at the time of payment of the insurance premium or the first insurance premium (if the insurance premium is paid in installments) (clause 1 of Art. 957 of the Civil Code of the Russian Federation). The contract may establish a so-called temporary franchise (waiting period)
- a certain period of time after the conclusion of the contract, during which the appeal of the insured person to a medical institution is not considered an insured event and is not paid by the insurer.
