Citizenship in the Russian Federation is an integral part of the person who possesses it. Such a valuable connection between the state and the individual is acquired and terminated in exceptional cases, which allows us to speak of the inviolability of this political and legal institution. Citizenship in the Russian Federation can neither be bought nor sold, it cannot be lost or changed.
However, the possibility of obtaining citizenship arises after two stages:

REQUIRMENTS:


A foreigner must be at least eighteen years of age and have full legal capacity. In addition, a foreigner must live in the Russian Federation on the basis of a residence permit continuously for five years, but this period can be reduced to one year if:
a) the person has high achievements in the field of science, technology and culture;
b) a person has a profession or qualification representing interest for the Russian Federation;
c) granting a person political asylum on the territory of the Russian Federation;
d) recognition of a person as a refugee in accordance with the procedure established by federal law.

IN A SIMPLIFIED ORDER, IT IS POSSIBLE TO IT IS POSSIBLE TO ACQUIRE CITIZENSHIP IN CASES IF CITIZENSHIP IN CASES IF:
  • have a son or daughter who has reached the age of eighteen, who are citizens of the Russian Federation and by a court decision that has entered into legal force, recognized as incapable or limited in legal capacity, if the other parent of these citizens of the Russian Federation, who is a citizen of the Russian Federation, has died either by decision court, entered into legal force, recognized as missing, incapacitated or limited in legal capacity, deprived of parental rights or limited in parental rights; see other conditions in Art. 14 FL of May 31, 2002 N 62-FL "On citizenship of the Russian Federation"

  • have a child who is a citizen of the Russian Federation - if the other parent of this child, who is a citizen of the Russian Federation, died or by a court decision that entered into legal force, was recognized as missing, disabled, deprived of parental rights or restricted in parental rights

  • have been married for at least three years to a citizen of the Russian Federation residing in the territory of the Russian Federation

  • have a capable son or daughter who has reached the age of eighteen and who are citizens of the Russian Federation
СTHE DIFFICULTY OF ACQUIRING CITIZENSHIP is that it is necessary to prepare a huge PACKAGE OF DOCUMENTS:

  • statement;
  • resident permit;
  • documents confirming the existence of a legal source of livelihood and the amount of income for the period of residence in Russia from January 1 to December 31 of the year preceding the date handling an application;
  • income statement of an individual;
  • personal income tax declaration with a stamp of the tax authority;
  • certificate from the place of work;
  • employment contract;
  • employment record book; 
  • a pension certificate or a certificate from the territorial body of the Pension Fund of the Russian Federation on the assignment of a pension;
  • confirmation of receipt of alimony;
  • certificate of the presence of a deposit in a credit organization indicating the account number;
  • certificate of inheritance;
  • certificate of income of the person who is dependent on the applicant;
  • other document confirming the receipt of income from activities not prohibited by law.

  • a document confirming knowledge of the Russian language;
  • a document confirming the receipt of education, not lower than the basic general, on the territory of the state that was part of the USSR, before September 1, 1991, or a document on education confirming the receipt of education on the territory of the Russian Federation after September 1, 1991;
  • certificate of passing state testing in Russian as a foreign language (in the amount not lower than the basic level of proficiency in Russian);
  • a certificate of education issued on the territory of a foreign state in which Russian is one of the state languages (for citizens of this state). Men over 65 years of age and women over 60 years of age, incompetent and disabled people of the 1st group are exempted from submitting documents confirming knowledge of the Russian language.

If you acquire citizenship on the basis of a residence permit earlier than in 5 years, the following documents must be added to the list attached above:

  • for those who have high achievements in the field of science, technology and culture or who have a profession or qualification that is of interest to the Russian Federation,
  • a reasoned petition of the interested federal executive body or a senior official (head of the highest executive body of state power) of a constituent entity of the Russian Federation for the applicant's admission to the citizenship of the Russian Federation;
  • for those who received political asylum - a certificate of political asylum.
  • for refugees - a document confirming the recognition of his refugee status.

  • residence permit;
  • a document confirming knowledge of the Russian language.

NB: From submission of documents confirming knowledge of the Russian language, are exempted:

  • мужчины, достигшие возраста 65 лет, и женщины, достигшие возраста 60 лет
  • disabled people;
  • disabled people of the I group.

    for parents of adult incapacitated children with Russian citizenship, whose second parent, who was also a citizen of the Russian Federation, died, was declared missing, incapacitated or deprived of parental rights - a child's birth certificate, death certificate of the second parent or a copy of a court decision on declaring incapacitated or deprived of parental rights, as well as a copy of the court decision on recognizing the child as incapacitated

    for those born on the territory of the RSFSR - a birth certificate or a USSR passport of the 1974 model

    for those who married to a citizen of Russia - a marriage certificate and passport of a spouse living at the territory of the Russian Federation, with a mark of registration at the place of residence, or a notarized copy

    for disabled people who have adult children with Russian citizenship - a birth certificate and passport of the child, as well as a document confirming the parent's incapacity for work

    for those who have studied and worked in Russia, - a document on the received education and a document confirming labor activity

    for sole proprietors - an extract from the Unified State Register of Individual Entrepreneurs and information on taxes and fees paid

    for highly-skilled specialists confirming work in a specialty that allows obtaining citizenship in a simplified manner


WHERE TO SUBMIT:

  • Applications on issues of citizenship of the Russian Federation by a person living (staying) on the territory of the Russian Federation are submitted to the territorial body of the Ministry of Internal Affairs of Russia at the place of residence or at the place of stay (in accordance with parts seven and eight of Article 14 of Federal Law No. 62-FL) of the applicant.
  • To a diplomatic mission or consular office of the Russian Federation on the territory of a foreign state - if you live (serve) outside the Russian Federation.

  • In Moscow, an application for citizenship must be submitted to the multifunctional migration center.
