There is an intergovernmental agreement between the Russian Federation and the PRC on visa-free group tourist trips (from 29.02.2000)
Tourist group from 5 to 50 people, led by a representative of guiding tourism organization traveling to the territory of another state for tourist purposes. Trip can occur only as part of a group.
