The next step to obtaining citizenship of the Russian Federation is obtaining a residence permit.This document provides a foreigner with the status of a citizen permanently residing in the Russian Federation and gives a wider list of rights than a temporary resident.


A residence permit is issued on the basis of a temporary residence permit. BUT AT THE SAME TIME, there are several categories of foreign citizens who are allowed to obtain a residence permit WITHOUT TRP. These include:



  • foreign citizen who has not reached the age of eighteen years and whose parent (adoptive parent, caretaker, trustee) is a foreign citizen and permanently resides in the Russian Federation;
  • a foreign citizen under the age of 18 who receives a residence permit together with a parent (adoptive parent, caretaker, trustee) - a foreign citizen;
  • a foreign citizen who has a parent (adoptive parent, caretaker, trustee), son or daughter who is a citizen of the Russian Federation and permanently resides in the Russian Federation;
  • foreign citizens who have reached the age of 18, in accordance with the legislation of a foreign state, recognized as incapable or limited in capacity, receiving a residence permit together with a parent (adoptive parent, guardian, trustee) - a foreign citizen;
  • a foreign citizen who has reached the age of eighteen years, in accordance with the legislation of a foreign state, is recognized as incapable or limited in capacity and whose parent (adoptive parent, caretaker, trustee) is a foreign citizen and permanently resides in the Russian Federation;
  • a foreign citizen recognized as a native speaker of the Russian language;
  • a highly-skilled specialist and members of his family in accordance with Article 13.2 of the Federal Law on the legal status of foreigners;
  • a foreign citizen who has been working in the Russian Federation for at least 6 months before the day of applying for a residence permit by profession (specialty, position) included in the list of professions (specialties, positions) of foreign citizens and stateless persons - qualified specialists, having the right to admission to the citizenship of the Russian Federation in a simplified manner, approved by the federal executive body responsible for the development and implementation of state policy and legal regulation in the field of employment and unemployment. At the same time, during the specified period of employment in relation to such a foreign citizen, the employer must pay insurance premiums to the Pension Fund of the Russian Federation;
  • a foreign citizen who has successfully mastered in the Russian Federation a state-accredited educational program of higher education in full-time education and received a certificate of education and qualification with honors;
  • a person who resides in the Russian Federation and whose citizenship of the Russian Federation was terminated;
  • a person who lives in the Russian Federation and in respect of whom the decision to obtain the citizenship of the Russian Federation has been canceled, with the exception of persons in respect of whom the said decision has been canceled on the basis of a court judgment that has entered into force, establishing the fact that the person has committed at least one of the crimes of a terrorist nature and ( preparation for a crime or attempted crime) provided for by Articles 205, 205.1, part two of Article 205.2, Articles 205.3 - 205.5, 206, 208, part four of Article 211, Articles 281, 282.1 - 282.3 and 361 of the Criminal Code of the Russian Federation, or at least one of the crimes (preparation for a crime or attempted crime) provided for in Articles 277 - 279 and 360 of the Criminal Code of the Russian Federation, if their commission is associated with the implementation of terrorist activities; Unlike the TRP, the residence permit does NOT have an expiration date, with the exception of the HSS and his family members (the residence permit is issued for the duration of the work permit).

To apply for a residence permit, you must contact the migration department of the territorial body of the Ministry of Internal Affairs of Russia.The state duty is 3,500 rubles (this is established in a special act: the Tax Code of the Russian Federation. subparagraph 18, paragraph 1, article 318.18)


What is more, in order to obtain a residence permit, it is important to collect all the necessary package of documents:


- 4 photographs 35x45 mm in b/w or color format, full face, without headgear

- an identity document translated into Russian (the validity period at the time of the provision of the service must exceed 6 months)

- certificate for the absence of HIV infection

- document confirming the absence of infectious diseases

-a document of the competent authority of a foreign country confirming the applicant's request to renounce his other citizenship or the impossibility of renunciation of another citizenship

We draw your attention to: submission of a document on renunciation of other citizenship is not required, if the applicant is a citizen of a state with which there is an international treaty of the Russian Federation, which provides for the possibility of retaining the existing citizenship upon obtaining the citizenship of the Russian Federation.
